History of District Heating in Riga
 

  • The year 1952 - initiation of works in the first transmission pipeline project. Works on its construktion were conducted simultaneously with building of RIGA TEC 1.
  • The year 1956 - district heating plant "Andrejsala" (RIGA VRES) started heat supply to housing area of Riga sea commercial port.
  • The year 1958 - to ensure supervision over construction of heating sources and perfomance there of, a heating system shop of a combined heat and power plant (TEC 1) was founded in beginning of the year 1958, that was transformed into Riga municipal heating system shop in the year 1959.
  • November 3, 1958 - the first transmission pipeline was put in operation. "VEF" and "Railway carriage plant" were the first consumers of district heating.
  • The year 1959 - transmission pipeline was extended to Matisa Street. Production shop was built at Cesu Street 3 for the needs of Riga municipal district heating system department. At that time, operated 2, 3 km of network with 89 consumers connected there to, and amount of heat energy supplied to those in 1959 was 47, 5 thous.Gcal.
  • The year 1960 - the first transmission pipeline was extended to central railway terminal.
  • June 1, 1961 - on the basis of Riga municipal district heating system shop "Rigas siltumtikli" was established as an independet entity. In 1972, it was transformed into heat system introduction and district heating adminitration, but in 1992 it was transformed into district heating introduction administration that operates withing LATVENERGO.
  • The year 1966 - distric heating services board of Riga municipal housing administration was established, but in 1971, - Riga municipal enterprise of district heating system "Siltums", that services internal heating system "Siltums" In 1992, it was structurally transformed by establishing independent regional heating enterprises adminitration of municipalities.
  • From the year 1966 to end of the year 1974 - in connection with construction of new production source and housing area. Additionally, there were built many district heating plants: "KENGARAGS", "DAUGAVGRIVA", "Imanta" and "Ziepniekkalns", and also reconstructed and modernized boiler houses "VECMILGRAVIS" belonged to some enterprises, that were a part of the district heating system.
  • The year 1974 - TEC - 2 started heat supply for Riga.
  • The year 1983 - to ensure a stable operation of district heating system, an automated dispatcher control system was established.
  • March 14, 1996 - for the first time of Riga's history, a united district heating enterprise joint stock company "Rigas siltums" was established that started its operation on May 1 of the same year. Function of district heating system introduction administration of state owned joint stock company under privatization "LATVENERGO". Riga municipal heat supply of local municipalities and other heat supply service enterprises were transferred to the new established joint stock company.
  • The year 1997 - JSC "Rigas siltums" has installed heat meters at its clients premises. Ill payment for supplied heat an calculated in accordance with the showings of these heat meters.
  • The year 1999 - Riga District Heating Rehabilitation Project has been completed . Within this project, financed by SIDA, a demo project has been realised (15 individual heat substation installed an 5 block substation liquidation ).
  • The year 2001 - A toll-free telephone line for customers' need - 8 000 090 was set up. The program of block substations closing down was completed. All 170 block substations in Riga district heating system were closed down; more han 2500 prefabricated individual substations were installed.
  • The year 2002 - The program of installation of prefabricated individual substations has been continued. The total number of substations is 3458. After connection of networks to the Imanta DHP four mid-size boiler stations were losed down. The work of transformation of the Imanta DHP to cogeneration mode was begun.
  • The year 2003 - The first company's heat source operated in cogeneration mode, heat-only-boiler on Viestura prospekts with a gas engine with the electricity load of 0.5 MW, was put into operation. In order to inctease the safety level in Riga's center, as well as taking into consideration Latvenergo's plans to close down DHP Andrejsala, a new pipeline connecting the Kr.Valdemara and Skanstes street networks with the networks in city center, was built.
  • The year 2004 - Following the reconstruction of the Heat Plant "Daugavgrīva" the steam turbine cogeneration unit was put in operation, the work for construction of a cogeneration plant at the Heat Plant “Imanta" is continued. The work for construction of the system for automated reading of heat meters data was commenced.
  • The year 2005  - The foundation stone of the cogeneration unit of the Heat Plant "Imanta" was laid, the major part of equipment for power generation at the Heat Plant “Imanta” was delivered and installed. Developers of new construction projects appreciate the profitability and benefits of the offer of the company and connect new sites to the district heating system – the total heat load of the connected new customers has almost trippled compared to last year, the number of new customers has almost doubled. 
  • The year 2006 - The cogeneration unit of the Heat Plant “Imanta” was commissioned.
  • The year 2007 - Modernisation of the Heat Plant „Imanta” was continued – modernisation of two remaining water heating boilers KVGM-100 No. 4 and  No. 5 with replacement of the frontal screens and installation of four modern automated low level NOx burners manufactured by the company “TODD” (USA) was completed. At the same time the environment protection measures were implemented by installing monitoring systems of harmful emissions of continuous operation, as well as by implementing noise damping measures.
  • The year 2009 - Construction of a cogeneration plant at the boiler house at Keramikas Street 2 was implemented by installing two gas engines with total installed electrical capacity of 2.4MW. Following construction of the linking pipeline between the boiler houses at Gobas Street 33a and Keramikas Street 2a the heat supply security in Bolderāja district has improved and at the same time optimum loading of cogeneration units is ensured.
  • The year 2010 - A heat pump installed at the heat plant „Imanta” providing the possibility to utilise the cooling water of the auxiliary systems of the cogeneration unit with the heat capacity 2 MW. Implementation of the project has resulted into improvement of the efficiency of the cogeneration power unit. Modernisation of the water chemical treatment system of the heat plant “Imanta” providing the possibility to use the condensate of the economiser (mixing it with the municipal water), thus reducing consumption of the municipal water. Completion of installation of the biofuel fired boilers at the heat plant „Vecmīlgrāvis”  with the heat capacity 2x7 MW. Implementation of the modernisation project resulted in the increase of the share of biofuel in the total production volume of AS “Rīgas Siltums” from 2.2% to 6.4%. In parallel to construction of the biofuel fired boilers, by attracting the co-financing of the EU Cohesion Fund, replacement of water heating boilers was performed by installing new gas fired water heating boilers with the total installed heat capacity of 3x16.4 MW. At the boiler house at Bauskas iela 207a condensation economisers were constructed for two water heating boilers, thus improving the efficiency of the boiler house from 94% to 104-105%.
  • The year 2011 - Construction of biofuel fired cogeneration unit with the electric capacity 4 MW started at the heat plant “Ziepniekkalns". Reconstruction of the control systems and the auxiliary equipment done at the heat plant "Vecmīlgrāvis” by installing heat accumulation tanks. Conclusion of the contract on construction of the biofuel fired at the heat plant “Zasulauks” with the heat capacity 20 MW.
  • The year 2012 - On 20 April AS „RĪGAS SILTUMS” signed the agreement with the state agency „Latvian Investment and Development Agency”on implementation of the project “Installation of the flue gas condensator for biofuel fired boilers at the heat plant „Vecmīlgrāvis”” by attracting the financing of the European Union Cohesion Fund in the amount of 40% of the eligible costs of the project. The sceduled eligible costs of the project amount to 476,370 Lats, of which the scheduled financing of the European Union Cohesion Fund amounts to 190,548 Lats. The flue gas condensator has been commissioned.
  • The year 2013 - Inauguration of the biofuel fired boiler house „Zasulauks”, the heat capacity 20 MW. Biofuel, in particular, wood chips are used for production of heat. The new boiler house will operate without permanent personnel on site. Co-financing of the European Union Cohesion Fund was attracted for implementation of the project. Inauguration of the heat plant "Ziepniekkalns” which is currently among the biggest district heating heat sources in Latvia where wood chips are used as a fuel in the cogeneration process. Its heat capacity is 22 MW and the electric capacity is 4 MW. Co-financing of the European Union Cohesion Fund was attracted for implementation of the project. The natural gas fired water heating boiler Viessmann Turbomat-RN HW-8000 No. 2 with the capacity 8 MW at the boiler house Gobas 33A has been equipped with the condensation economiser with the capacity 0.4 MW, which improves the operational efficiency of the boiler from 93% to 98%. At the HP „Vecmīlgrāvis”, the flue gas condensator with the capacity of 3.3 MW has been installed for the biofuel fired water heating boiler, improving the operational efficiency of the boiler from 85% to 113.5%.
  • The year 2014 - Foundation of the SIA „Rīgas BioEnerģija” as the heat production joint venture of AS „RĪGAS SILTUMS” and SIA „Enerģijas Risinājumi” for development of the project of construction of a biofuel fired boiler house. The intention is to stabilise the heat price in Riga by development of this project. Reconstruction of the stack of the natural gas fired water heating boiler No. 3 at the heat plant “Imanta".
  • The year 2015 - The natural gas fired water heating boiler KVGM-50  No. 2 at the heat plant “Ziepniekkalns” has been equipped with the condensation economiser with the capacity 1.17 MW, which improves the operational efficiency of the boiler from 95% to 101%.
  • The year 2016 - The combustion air humidification system has been installed at the boiler house at Kuģu iela 26A improving the operational efficiency of the water heating boilers with condensation economisers on average by 6% and reduces the NOx content of flue gas by more than 60%. Improvement of the efficiency from 100% up to 107.1%.
  • The year 2017 - The auxiliary consumption cogeneration unit with the electric capacity of 0.312 MW was installed at the heat plant “Vecmīlgrāvis". Construction of the boiler house at Briežu iela 7A, Riga, with the capacity 850 kW. SIA “Rīgas BioEnerģija” commissioned the first biofuel fired boiler house on the Right bank of the Daugava in Riga city at Meirānu iela 10 (the former address: Rencēnu iela 16), Riga, with the total nominal heat capacity 40 MW (2x20 MW), equipped with flue gas condensers with the total capacity of 8 MW (2x4 MW). The total efficiency of the boiler house at is on average 110.2% at the nominal loading. AS “RĪGAS SILTUMS” acquired 100% shares of SIA “Rīgas BioEnerģija”.
  • The year 2018 - By using the co-financing of the EU Cohesion Fund in compliance with the approved regulations of implementation of  the first stage of selection of applications of Cabinet Regulations No. 135 “Operational Program "Growth and Employment" Specific Aid Objective 4.3.1 "To promote energy efficiency and use of local RES in district heating", implementation of the following two projects was started:

-  implementation of the project of installation of biofuel fired water heating boiler with the capacity of 2X4 MW at the heat plant "Daugavgrīva", where the efficiency of the boiler with the flue gas condenser (at the lowest heat capacity) will be 107.92% during the heating season at the ambient temperature 0 °C;

-  implementation of the project of construction of the biofuel fired boiler house with the boiler capacity 40 MW at the heat plant "Imanta", where the efficiency of the boiler with the flue gas condenser (at the lowest heat capacity) will be 115.7% during the heating season at the ambient temperature 0 °C.

Gas fired water heating boiler No. 3 Ygnis LR 1100 at the boiler house at Viestura prosp.20B has been equipped with the condensation economiser. The efficiency improved from 94% to 98%. The radiation detecting system SGS I was delivered and installed at the heat plant “Ziepniekkalns". The equipment is intended for control of the radiation level of the supplied wood chips and ash resulting from the combustion process.

  • The year 2019 - The operational efficiency of the condensing economiser of water heating boiler KVGM 100 No. 3 at the heat plant “Imanta” was improved by using the absorption type heat pump BROAD. The steam boiler VAPOR at the heat plant “Imanta” was equipped with a condensation economiser. The auxiliary consumption cogeneration unit with the electric capacity of 0.5 MW was installed at the heat plant “Zasulauks". Gas fired water heating boiler with the capacity 18 MW was installed at the heat plant “Ziepniekkalns". A boiler house with the capacity up to 500 kW was constructed at Biešu iela 6, Riga. The gas fired water heating boiler No. 3 Buderus Logano S 815-2500 at the boiler house at Bauskas iela 207A was equipped with the condensation economiser. The efficiency improved from 94% to minimum 98%. By attracting the co-financing of the European Union Cohesion Fund the section of the main heat pipeline M-11 at Dzelzavas iela from Lielvārdes iela to Ilūkstes iela with the total length of 0.52 km was reconstructed. Reconstruction of a section of the heat network by using the non-channel technology and pre-insulated pipelines with the diameter DN1200 mm was performed for the first time in the Baltics. This section of the heat networks is among the most loaded sections of the heat networks within the supply area of CHPP-1 and CHPP-2 and provides heat supply to 1256 buildings in Purvciems district of Riga within the area between Brīvības iela and Valmieras iela, in the area of the Central Market and in the Old City. Under regimes of maximum loading of CHPP-2, the section of the heat network supplies heat also to consumers in Brīvības iela, Gaujas iela, Rusova iela, Skanstes iela and Eksporta iela. In case of interruption of the operation of CHPP-1, heat is provided to consumers down to Sarkandaugava district.
  • The year 2020 - The auxiliary consumption cogeneration unit with the electric capacity of 0.02 MW was installed at the boiler house at Viestura prospekts 20B..
  • The year 2021 - By continuing implementation of the “Green Course” started by the company, two more biofuel fired heat plants at HP “Imanta” and HP “Daugavgrīva” resulting considerable increase of the share of renewable energy produced by the company.
